第四届全国工业车辆标准化技术委员会成立大会暨四届一次会议于2023年11月22日至24日在浙江省长兴县召开，参加本次会议的有行业协会、地方特检院、工业车辆制造商、高等院校、检验检测机构、零部件供应商、用户等在内的全国51家单位共62名代表。国家市场监督管理总局标准技术管理司处长曹一丁、中国机械工业联合会副总工程师谭湘宁、浙江省市场监督管理局特设处副处长郑建伟、长兴县委书记石一婷和龙合智能装备制造有限公司董事长杨静应邀出席了会议。

杨静参加此次大会，连任当选该委员会的委员，并作《工业车辆标委会属具工作组2023年度工作总结及2024年度工作安排》的报告，向与会者分享了2023年属具工作组在推进重要标准的立项、标准制修订、属具工作组的组织建设等方面所取得的成绩，并分别就标准制修订、复审、体系建设、组员培训情况、国际标准化工作及2024年工作安排做了详细报告，上述报告顺利通过了全体委员的审议。

迄今止，杨静已连任两届工业车辆标委会属具工作组组长，同时也连续担任两届全国工业车辆标委会委员，为全国工业车辆领域的标准化工作贡献了自己的力量：主导或参加国际、国家、行业、地方和团体标准的制修订工作共31项，举办标准讨论会7场，承担属具工作组的创办和建设任务等。
